Ukraine Procurement Policy & Implementation Review

• Assess existing procurement SOPs and practices, identify gaps and risks, and provide actionable recommendations to strengthen procurement systems.
• Review current procurement SOPs, policies, templates, and tools for alignment with humanitarian standards and organizational policies.
• Analyze Ukraine-specific context including local market constraints, sanctions, and security challenges.
• Develop revised SOPs, procurement improvement plan, and supplementary tools.

This role strengthens procurement systems for a humanitarian organization in Ukraine, ensuring efficient, transparent, and compliant use of resources to support crisis-affected communities in rebuilding homes, health facilities, and schools.

• 8+ years experience in humanitarian procurement and supply chain management.
• Strong knowledge of procurement compliance requirements and experience reviewing/developing SOPs.
• Excellent written and communication skills in English.
• Familiarity with anti-fraud systems and UN donor requirements.

Part-time consultancy (expected 5 days LoE). Remote with optional on-site in Kyiv. Budget to be discussed at interview.
