International Finance Manager – Operations & Policy

• Manage the consolidation of annual budgets and budget revisions for overseas programmes, including developing guidelines, coordinating reviews, and improving budget templates.
• Develop and update financial policies and procedures for overseas programmes, including the Overseas Finance Manual and guidance documents.
• Lead recruitment, induction, and training for Country Financial Controllers, Roving Accountants, and SURGE Accountants.
• Manage the deployment and technical support of Roving and Surge Accountants, and provide year-end support including review of key schedules and audit reports.

This role ensures effective financial management and policy development for Concern's overseas programmes, enabling efficient use of resources to reduce suffering and eliminate extreme poverty in the world's poorest countries.

• Recognised professional qualification in accountancy.
• Experience of finance and accounting in the not-for-profit sector.
• Extensive experience of managing professional staff.
• Fluent spoken and written English with strong IT skills.

Permanent, full-time, 50% hybrid role. Salary ranges: Dublin €80,184–€89,094; London £59,784–£66,427; Belfast £55,240–£61,378. Occasional travel to country programmes required.
