CONSULTANT SERVICES REQUEST FOR A NETWORK GOVERNANCE REVIEW

The consultant will lead a comprehensive Network Governance Review for Action Against Hunger's international network, ensuring alignment with the upcoming 4-year International Strategic Plan (ISP 4). Key responsibilities include:

• Conducting a baseline perception survey and stakeholder interviews to assess current governance structures.
• Delivering a governance diagnostic report, benchmarking against best practices from INGO and non-INGO sectors.
• Developing governance reform options with legal, fiscal, and economic impact analyses, and presenting recommendations to the International Executive Committee (IEC) and International Chairpersons Committee (ICC).

This role will directly strengthen Action Against Hunger's governance framework, enabling the organization to more effectively combat hunger and malnutrition worldwide by ensuring strategic alignment and operational efficiency across its global network.

Required qualifications and experience:

• Proven experience in governance reviews of international networks, preferably with multi-stakeholder engagement.
• Experience beyond the NGO sector (corporate, federated, or global models) is highly valued.
• Strong analytical and methodological skills, including survey design, interviews, and benchmarking.
• Excellent communication and presentation skills in English; ability to produce high-quality reports and deliverables.

Compensation and terms will be negotiated upon selection. The consultant will work under a framework agreement with a non-disclosure agreement. Financial proposals must be in Euros, including all taxes. The contract is for a fixed-term consultancy from July to October 2026.
