Job Title: HR & Payroll Consultant (U.S. Operations) Duration: 6-Month Fixed-Term Contract (Approx. October 2026 – April 2027) About the Role: We are seeking a temporary HR & Payroll Consultant t to provide maternity leave coverage for our core team. In this role, you will manage day-to-day HR policies, payroll administration, and recruitment. This is a hands-on, fast-paced contract role designed to maintain project momentum while our team member is away. Background/ Anera Summary: Since 1968, Anera has helped refugees and others hurt by conflicts in Palestine, Lebanon and Jordan live with purpose and hope. Anera, which has no political or religious affiliation, works on the ground with partners in Palestine (West Bank and Gaza), Lebanon and Jordan. We mobilize resources for immediate emergency relief and for sustainable, long-term health, education, and economic development. Our staff serve in their communities, navigating the politics that constrict progress to get help where it’s needed most. That’s how Anera received more than $171 million in support of programs in 2023 alone, and it’s how we will keep building better lives until hope finds its way in the Middle East. Objective of the Consultancy: Ensure the accurate, timely, and compliant administration of payroll, employee benefits, payroll taxes, and HR operations for U.S.-based employees. Scope of the Consultancy: Payroll Administration Manage the complete bi-weekly payroll cycle through Paylocity. Process new hires, terminations, salary changes, bonuses, payroll adjustments, and leave transactions. Validate payroll data and maintain payroll documentation. Respond to payroll-related employee inquiries. Payroll Tax & Compliance Coordinate payroll tax reporting and filings. Ensure compliance with federal and multi-state payroll regulations. Support W-2 preparation, payroll reconciliations, audits, and year-end activities. Benefits Administration Administer medical, dental, vision, life, disability, FSA/HSA, 401(k), Roth 401(k), and 457(b). Manage enrollments, life event changes, terminations, and Open Enrollment. Coordinate with benefit providers and review monthly invoices. Recruitment & Talent Acquisition Coordinate the full recruitment process for U.S.-based positions, including preparing job postings, advertising vacancies, screening applications, scheduling interviews, and coordinating with hiring managers. Support candidate communication throughout the recruitment process. Conduct reference checks and background screening, as applicable. Prepare employment offers and recruitment documentation. Coordinate pre-employment requirements and onboarding activities for new hires. Maintain recruitment records and prepare recruitment reports and metrics. Support continuous improvement of recruitment processes to enhance candidate experience and efficiency. HRIS & Paylocity Administration Maintain employee records in Paylocity. Process employment and compensation changes. Generate payroll and HR reports. HR Operations Prepare employment letters and onboarding documentation. Coordinate onboarding and offboarding. Maintain personnel files and support daily HR administration. Compliance Maintain I-9 documentation. Support HR policy implementation. Ensure compliance with U.S. labor laws. Reporting & Process Improvement Prepare payroll and benefits reports. Develop SOPs and recommend process improvements. Support knowledge transfer to the HR team. Key Deliverables: Accurate and timely bi-weekly payroll processing. Administration of employee benefits and payroll tax compliance. Coordination of recruitment, onboarding, and offboarding activities. Accurate maintenance of employee records in Paylocity. Compliance with U.S. employment laws and HR policies. Preparation of payroll, recruitment, and HR reports. Development of payroll and HR SOPs and process improvements. Knowledge transfer to ensure continuity of HR operations. Qualifications: Bachelor's degree in HR, Accounting, Finance, Business Administration, or related field. Minimum five years of U.S. payroll and benefits experience. Hands-on Paylocity experience (required). Knowledge of payroll taxes, benefits, and multi-state compliance. Nonprofit/INGO experience preferred.
