Evaluation of the ADA-funded humanitarian project "HOPEfT"

Conduct a final evaluation of the ADA-funded humanitarian project HOPEfT in Tigray, Ethiopia, focusing on:

• Assessing OECD-DAC criteria of Relevance and Effectiveness, with emphasis on MHPSS services and their interlinkages with other humanitarian interventions.
• Evaluating Listening Units providing psychosocial support and trauma counselling for conflict-affected populations and survivors of SGBV.
• Conducting field visits to project locations (Mekelle, Adigrat, Adwa, Shire) and performing interviews, focus group discussions, and document reviews.

This evaluation will improve the effectiveness and relevance of humanitarian assistance for vulnerable households and IDPs in Tigray, particularly strengthening psychosocial support and protection services for survivors of conflict and SGBV.

• Qualified evaluator or evaluation team with experience in humanitarian project evaluation.
• Expertise in MHPSS, protection, and gender-based violence programming in conflict settings.
• Familiarity with OECD-DAC evaluation criteria and mixed-methods research.
• Ability to travel to Tigray, Ethiopia and work in challenging field conditions.

Budget: EUR 65,000 – EUR 69,000 (net). Contract for evaluation period July–December 2026. Opportunity to contribute to evidence-based humanitarian programming.
