About Carbon Mapper

Carbon Mapper is a non-profit organization based in Pasadena, CA with the mission to drive greenhouse gas emission reductions by making methane and carbon dioxide data accessible and actionable. We leverage remote sensing technology to detect, pinpoint, and quantify methane and carbon dioxide (CO2) emissions at the scale of individual facilities. All of our methane and CO2 data is made publicly available for non-commercial use on our Carbon Mapper Data Portal to provide decisionmakers with the information they need to prioritize and take mitigation action. 

 

Carbon Mapper also works with stakeholders and decision makers to fill data gaps, lead on cutting edge science, collaborate to drive reductions, and advance education and insights on emissions globally. To do this, we work with partners to leverage a constellation of satellites. Data from these satellites will offer the next major step in scaling up the organization's robust data portal featuring thousands of direct observations of global methane and CO2 super-emitters.

About The Role

Carbon Mapper's Impact Team is seeking a Senior Impact Manager- Oil & Gas Sector

to lead the design and execution of strategies that engage sector stakeholders and use methane emissions data to accelerate mitigation, inform policy and program development, build capacity, and develop data-to-action partnerships.

 

Working closely with internal teams and external partners, the Senior Manager will deploy a wide range of approaches, from equipping operators with the data they need to identify and address methane emissions to strengthening government monitoring and measurement programs. Internally, the Senior Manager will represent the needs of oil & gas sector stakeholders, champion high-potential engagement opportunities, and partner with experts on the Science Team to develop sector goals and strategies. Externally, they will support stakeholders and decision-makers in applying remote sensing emissions data to methane mitigation and management, and serve as a strategic leader within the broader oil & gas community.

 

This role calls for strong strategic thinking, deep oil & gas sector expertise, skill in building trusted relationships with diverse stakeholders, and strong project management.

 

 

Essential Duties and Responsibilities

Strategy and Program Development

  • In collaboration with the Science Team and the Vice President of Strategy and Impact, lead the development, execution, and refinement of the Impact Team's oil & gas sector data-to-action strategies.
  • Use the Impact Team's strategic levers (direct mitigation, policy and program development, capacity building, and data-to-action partnerships) to engage stakeholders and advance organizational objectives.
  • Translate high-level strategic goals into a clear, actionable plan, including regional focus areas, stakeholder engagement priorities, measures of success, timelines, and budgets.
  • Monitor the sector landscape, including regulatory developments, policy processes, and industry trends, to identify high-potential opportunities for Carbon Mapper's data and resources to drive measurable methane reductions.
  • Pursue new opportunities, such as partnerships, data integrations, pilot projects, and funding, to expand the reach and impact of Carbon Mapper's work.

 

Program and People Management

  • Lead the implementation and continuous improvement of oil & gas sector engagements and activities.
  • Manage the Oil & Gas Sector Analyst, including setting priorities, providing regular feedback, and supporting their professional growth.
  • Track and document program outcomes to support Carbon Mapper's impact monitoring, proposal development, and grant reporting.
  • Share feedback from external stakeholders (operators, regulators, and advocates) with internal teams, and help shape how Carbon Mapper's data and resources can better serve the sector.
  • Serve as the oil & gas sector representative within the Impact Team, connecting sector-specific work to broader organizational priorities and contributing to internal planning and reporting.
  • Inform oil & gas–relevant applied research led by the Science Team, including project selection, piloting, evaluation, and stakeholder integration.
  • Partner with internal teams, including Engineering and Communications, on cross-functional initiatives relevant to the sector.
  • Help plan and track satellite tasking activities to align with oil & gas sector impact priorities.

 

Stakeholder Engagement and Partnership

  • In collaboration with the Impact Team's regional and policy managers, engage key stakeholders, including operators, government, and civil society, to promote the use of Carbon Mapper's data and resources for methane mitigation.
  • Build and steward relationships across the oil & gas sector, including private operators, national oil companies, and industry associations (e.g., the Oil and Gas Climate Initiative), to enable emissions detection, transparency, and mitigation.
  • In collaboration with the Science Team, contribute sector expertise to guide the development of policies, regulatory frameworks, and government programs that integrate remote sensing of methane emissions.
  • Partner with NGOs, advocates, and research institutions to shape campaigns and interventions that accelerate emissions reductions across the sector.
  • Build and sustain a network of partners who independently use Carbon Mapper's data and resources in their own work.
  • Represent Carbon Mapper at external meetings, workshops, conferences, and other forums in the United States and internationally.

 

Capacity Building and Technical Assistance

  • Advise partners on practical strategies, approaches, and technologies for identifying, prioritizing, and reducing methane emissions.
  • Identify barriers stakeholders face in using Carbon Mapper's satellite methane data to drive mitigation in critical regions, and develop resources and tools (e.g., training workshops, written guides) to address them.
  • Collaborate with internal teams and external partners to translate complex methane emissions data into accessible insights and guidance for operators, policymakers, NGOs, and other stakeholders.
  • Develop and support pilots, case studies, reports, briefs, and other resources that demonstrate practical, scalable approaches to using Carbon Mapper's data for methane mitigation.
  • Ensure all program outputs align with Carbon Mapper's scientific and communication standards.

 

Minimum Qualifications (Knowledge, Skills, and Abilities)

Must-Have Skills & Experience:

  • Significant experience (typically 8+ years, or an equivalent combination of education and experience) in the oil & gas sector or a related field, such as environmental regulation or emissions policy, with a track record of achieving meaningful outcomes.
  • Strong understanding of oil & gas infrastructure, relevant policy and regulatory frameworks, industry dynamics, emissions monitoring tools, and practical mitigation solutions.
  • Familiarity with remote sensing technology and data in emissions monitoring.
  • Demonstrated ability to develop and execute strategy using multiple levers (e.g., policy, regulation, partnerships, financial incentives) to advance mitigation, including setting and sequencing priorities, tracking progress, and adapting as needed.
  • Demonstrated ability to build relationships across the oil & gas ecosystem, such as with companies, infrastructure operators, sector-focused NGOs, multilateral organizations, or other influential networks.
  • Substantial experience engaging diverse stakeholders and building trusted, long-term partnerships with industry, government, civil society, and/or multilateral organizations.
  • Ability to independently drive key priorities while collaborating with diverse teams, partnering closely with senior leaders, and staying aligned with organization-wide goals.
  • Ability to manage multiple priorities in a dynamic, interdisciplinary environment.
  • Strong ability to interpret sector-specific datasets and science-based findings, and experience with data-driven decision-making.
  • Experience managing teams, including performance management and professional development.
  • Strong written and spoken communication skills, including the ability to convey complex technical information clearly to a wide range of audiences.

 

Nice-to-Have Skills:

  • Familiarity with methane emissions management, such as measurement, reporting, and verification (MRV) frameworks; emissions modeling; super-emitter programs; or international methane initiatives.
  • Experience working across multiple regulatory or regional contexts.
  • Experience conducting or informing scientific research.
  • Experience in climate-focused nonprofits, policy development, or technology.
  • Advanced degree in environmental or climate science, sustainable development, public policy, or a related field, or equivalent professional experience.

 

Location

Carbon Mapper is headquartered in Pasadena, California, but we embrace the virtual office and are continuing to grow our team across the United States.

 

Compensation

The total compensation for this opportunity includes a base salary range of $145,000 – $160,000/year. This is our target compensation range and is subject to multiple factors including level, experience, and location. As you go through our interview process, our recruiter will work with you to identify a competitive base salary within the proposed range.
