International Development Manager

Core responsibilities:

• Coordinate technical assistance efforts with U.S. government agencies to identify, evaluate, and advance infrastructure opportunities aligned with U.S. strategic priorities in the Western Hemisphere.
• Engage regional counterparts and private sector investors to develop scopes of work, oversee deployment of technical teams, and review deliverables across transportation, energy, mining, and digital infrastructure sectors.
• Lead major pursuit efforts as the consultative sales process leader, developing competition-beating win strategies and directing discovery, differentiation, and delivery strategies for transformative programs.
• Analyze competitive landscapes and leverage insights to refine business development strategies while promoting collaborative approaches across multidisciplinary teams.

This role supports the implementation of global infrastructure and investment activities that align with U.S. strategic priorities, contributing to economic development and infrastructure improvement in the Western Hemisphere.

Required skills and qualifications:

• Experience supporting implementation of U.S. government-funded global infrastructure and investment activities
• Ability to coordinate with U.S. government agencies, embassies, and private sector investors
• Experience in strategic business development, capture execution, and developing winning strategies
• Strong project management skills with budget oversight capabilities
• Ability to identify project implementation risks and develop mitigation strategies
• Experience working across transportation, energy, mining, and digital infrastructure sectors
