Consultancy for the Design and Operationalization of an Integrated Monitoring, Evaluation and Learning (MEL) Data Architecture and Strategic Dashboard

• Design and implement an integrated MEL data architecture and strategic analytics platform that consolidates programme monitoring data into a unified analytical environment.
• Develop interactive strategic dashboards providing clear visibility into programme performance across thematic areas, projects, and geographic locations.
• Establish standardized data management and reporting practices, including data ingestion, transformation, validation, and reporting workflows.
• Synthesize programme data into impact narratives, case studies, and communication-ready content aligned with MEL frameworks.

This role enables IUCN to effectively monitor and communicate the impact of the Great Blue Wall initiative, supporting ocean conservation, climate resilience, and sustainable blue economic development across the Western Indian Ocean region.

• Advanced degree in Data Science, Monitoring and Evaluation, Information Systems, Statistics, or related field.
• At least 7 years of proven experience designing and delivering web-based data dashboards, scorecards, or performance reporting systems for international organisations, NGOs, or development agencies.
• Strong expertise in data modelling, data integration, transformation workflows, and GIS capability (e.g., ArcGIS).
• Technical proficiency in Power BI, DAX, SQL, APIs, data modelling/ETL, and secure web embedding.

Consultancy contract with payment milestones: 20% upon inception and system design, 30% upon data architecture and integration setup, 30% upon dashboard development, 20% upon system testing, deployment and training. Duration: 16 weeks. All rates and prices must be submitted in USD.
