AWURA Project: Baseline and Context Analysis

Conduct a comprehensive baseline and context analysis on technology-facilitated gender-based violence (TFGBV) in one of four countries (Cameroon, Kenya, Togo, or Zimbabwe) for the AWURA project. This includes:

• Producing a PESTEL-based Country Context Analysis examining legal, policy, social, and digital environments.
• Establishing baseline values for all AWURA MEAL indicators, including data sources and disaggregation.
• Assessing capacities of feminist CSOs and women's rights organizations to prevent and respond to TFGBV.
• Identifying gaps and recommendations to inform advocacy, grantmaking, and policy engagement.

This consultancy directly contributes to preventing and responding to technology-facilitated gender-based violence in Africa by generating evidence that will guide feminist grantmaking, advocacy, and policy engagement, ultimately strengthening the safety and rights of women and girls in digital spaces.

Required qualifications and experience:

• Master's degree in social sciences, gender studies, development studies, M&E, public policy, human rights, digital rights, or related field.
• At least 5 years of experience conducting baseline studies, context analyses, evaluations, or feminist research.
• Strong technical knowledge of GBV, TFGBV, digital safety, survivor-centered approaches, and feminist ethical research.
• Proven experience with mixed-methods data collection (KIIs, FGDs, surveys, desk reviews) and indicator-based measurement.
• Demonstrated experience working with feminist CSOs, women's rights organizations, or human rights defenders in African contexts.
• Excellent analytical, writing, and reporting skills in English or French, with knowledge of the assigned country context.

This is a consultancy position with a total of 21 working days over a one-month period (15 September to 14 October 2026). Compensation is not specified in the posting. The role offers the opportunity to work with a feminist pan-African fund and contribute to a multi-country initiative.
