Consultant for Development of Collapsed Structure Search and Rescue (CSSR) Curricula for the National Disaster Response Force (NDRF), India

The consultant will develop a competency-based curriculum framework and comprehensive training package for Collapsed Structure Search and Rescue (CSSR) for the National Disaster Response Force (NDRF) in India. Key responsibilities include:

• Designing a structured CSSR curriculum aligned with NDRF doctrine and international standards (INSARAG, NFPA).
• Creating interactive training materials: facilitator guides, participant workbooks, slide decks, exercise guides, and assessment tools.
• Providing technical recommendations on training facility design, equipment, and simulation infrastructure.
• Facilitating consultations and validation workshops with ADPC and NDRF stakeholders.

This role strengthens the disaster response capacity of India's National Disaster Response Force by developing standardized, competency-based training that enhances the effectiveness and safety of collapsed structure search and rescue operations, ultimately saving lives and reducing suffering in disaster-affected communities.

• Advanced degree in disaster management, emergency management, civil/structural engineering, or related field.
• At least 10 years of experience in developing training curricula for disaster response, with strong focus on CSSR/USAR.
• Proven operational experience in CSSR/USAR, including response operations and training delivery.
• Strong familiarity with INSARAG Guidelines, NFPA standards, and competency-based training design.

Home-based consultancy with possible travel. Lump sum contract with payments tied to milestone deliverables. Travel expenses covered by ADPC upon prior approval. Contract duration: July 2026 – November 2026.
