Consultant for Concept Design and Technical Advisory on Specialized SAR Training Facilities

• Lead the concept design and technical advisory for enhancing specialized Search and Rescue (SAR) training facilities at the NDRF Training Academy in Nagpur, covering CSSR/USAR, Flood and Swift Water Rescue, CBRN response, and multi-hazard disaster simulation.
• Develop functional design briefs, concept masterplans, schematic layouts, and implementation strategies aligned with the SAR Training Facility Assessment Tool and international good practices.
• Provide technical guidance on operational functionality, safety, instructor oversight, and phased capability development (Level 1–3).
• Facilitate stakeholder consultations and validation workshops to ensure outputs meet training and institutional requirements.

This role directly strengthens disaster preparedness and response capacities in India by enabling the National Disaster Response Force to train effectively in specialized search and rescue, flood rescue, and CBRN response, ultimately saving lives and reducing disaster impacts in the region.

• Minimum 8–12 years of relevant professional experience in institutional or specialized training facility planning.
• Expertise in design and execution of institutional buildings, training facilities, and educational campuses.
• Demonstrated ability to translate operational/training needs into spatial concepts.
• Understanding of simulation-based or emergency training environments is an advantage; experience with government agencies or large institutions preferred.

Home-based consultancy with possible travel to partner institutions. Travel costs covered by ADPC. Lump sum contract with payments upon approval of deliverables. Contract duration: August 2026 – December 2026.
