Finnish Institute for Health and Welfare (THL)

THL (Terveyden ja hyvinvoinnin laitos) is a Finnish research and development institute under the Ministry of Social Affairs and Health. It serves as a national expert agency responsible for monitoring population health and welfare, researching health and social services, and providing guidance for evidence-based policies. THL operates WHO reference laboratories and leads national infectious disease surveillance.
