To support the implementation and management of upcoming programmes, STOOS Consulting seeks to engage a TVET Project Manager (Consultant) who will lead the coordination and delivery of projects focused on skills development, entrepreneurship promotion, and economic empowerment initiatives.
- Overview of the Role and Responsibilities
The TVET Project Manager will provide technical leadership and operational oversight for projects implemented by STOOS in the areas of TVET, entrepreneurship, and economic empowerment. The consultant will ensure that projects are implemented efficiently, meet quality standards, and achieve the intended development outcomes while maintaining strong coordination with project partners, trainers, and field teams.
- Project Inception and Planning
At the start of the assignment, the consultant will prepare a comprehensive Inception Report outlining the implementation framework, work plan, coordination mechanisms, and quality assurance processes. The inception phase will clarify the project methodology, training approach, entrepreneurship support model, and monitoring framework. The report will also identify key operational risks, mitigation strategies, and coordination procedures with stakeholders and implementing partners.
- Project Management and Implementation Oversight
The consultant will lead the overall management of the project implementation process, ensuring that activities are delivered according to the approved work plan, budget, and technical standards. This includes overseeing TVET training programmes, entrepreneurship development activities, business incubation support, and market-linkage interventions. The Project Manager will ensure that project activities remain aligned with local labour market opportunities, sector demands, and economic development priorities.
- Management of Project Staff and Trainers
The consultant will supervise and coordinate project teams, trainers, facilitators, and field staff responsible for delivering technical training and entrepreneurship support activities. This includes providing guidance to trainers, ensuring that training materials and methodologies meet industry standards, and facilitating coordination between technical experts, local partners, and beneficiaries. The Project Manager will also ensure that training delivery, mentoring activities, and enterprise development support are implemented effectively and reach the intended target groups.
- Monitoring and Evaluation (M&E) Oversight
The consultant will support the development and implementation of the project’s Monitoring and Evaluation (M&E) framework, ensuring that project progress and results are systematically tracked. This includes defining performance indicators, monitoring tools, and reporting templates aligned with project objectives and donor requirements. The consultant will ensure that relevant data related to training outcomes, employment generation, business start-ups, and beneficiary impact are collected, analyzed, and used to improve project performance.
- Reporting and Documentation
The Project Manager will prepare and review technical progress reports, implementation updates, and final project reports. These reports will document project achievements, implementation challenges, lessons learned, and recommendations for future programming. The consultant will ensure that reporting is clear, evidence-based, and aligned with donor and organizational requirements.
- Quality Assurance and Technical Oversight
The consultant will ensure that all project activities adhere to high technical and operational standards. This includes reviewing training methodologies, verifying the quality of training delivery, and ensuring that entrepreneurship and economic empowerment interventions are practical, market-oriented, and sustainable. The consultant will also support the integration of quality assurance mechanisms, risk management approaches, and continuous learning processes across the project lifecycle.
- Coordination and Communication
The consultant will maintain strong communication and coordination with STOOS management, project partners, trainers, and other stakeholders. The role will involve facilitating coordination meetings, ensuring timely information sharing, and supporting collaborative problem-solving during project implementation. The consultant will also represent STOOS in relevant technical meetings, coordination platforms, and stakeholder consultations when required.
- Required Qualifications and Experience
The consultant should demonstrate strong experience in TVET programme management, economic empowerment initiatives, and entrepreneurship development programmes.
- Education
Candidates should hold at minimum a Master’s degree in Development Studies, Education, Economics, Business Administration, International Development, or a related field. A PhD in a relevant discipline is highly desirable and will be considered a strong advantage.
- Professional Experience
The candidate must demonstrate at least eight (8) years of proven experience in project management related to Technical and Vocational Education and Training (TVET), economic empowerment, entrepreneurship development, or livelihoods programming. Experience managing multi-stakeholder development projects, training programmes, and enterprise development initiatives is essential.
- International Experience
Previous international experience managing TVET, entrepreneurship, or economic empowerment projects within humanitarian or development contexts is strongly preferred. Experience working with international NGOs, UN agencies, development organizations, or donor-funded programmes will be considered a strong asset.
- Technical Competencies
The candidate should demonstrate strong knowledge of skills development systems, labour market integration, entrepreneurship support models, and private-sector engagement strategies. Familiarity with training programme design, business incubation models, and employment generation strategies is highly desirable.
- Management and Coordination Skills
The consultant should possess strong leadership, team management, and coordination skills, with the ability to supervise trainers and multidisciplinary teams working across different operational environments.
- Communication and Reporting Skills
Excellent analytical, reporting, and communication skills are required. The consultant must be capable of producing clear, structured, and evidence-based reports and engaging effectively with multiple stakeholders.
