What you will drive

Core responsibilities for this evaluation role:

  • Conduct a comprehensive external evaluation of the "Strengthening the sustainability of an independent, free and pluralist media ecosystem in Ukraine" project, including critical analysis of project implementation quality
  • Assess project relevance, coherence, effectiveness, efficiency, impact, and sustainability using participatory evaluation methods
  • Develop detailed evaluation reports and recommendations for RSF's internal learning and future project design
  • Facilitate stakeholder engagement and ensure gender-responsive evaluation approaches throughout the process

Profile

What makes you a great fit

Required qualifications and experience:

  • Experience in evaluating projects implemented by NGOs/international organizations in crisis contexts
  • Expertise in journalism and/or media ecosystem evaluation
  • Knowledge of the Ukrainian context and experience with EU-funded project evaluations
  • Fluent spoken and written English and Ukrainian (French knowledge is an asset)
  • Strong skills in evaluation methodology, interviewing, analysis, and report writing

Benefits

What's in it for you

The maximum budget available for this evaluation is €20,000 all taxes included, covering all costs required to carry out the evaluation. The assignment can be conducted remotely or with field missions (with RSF agreement), and the evaluator(s) will work independently with RSF's project monitoring teams.
