Terms of Reference HPV Technical Assistance Consultancy Individual Consultant

• Lead the technical review, revision, and development of a suite of HPV technical guidelines for Girl Effect's immunization programs.
• Ensure all outputs are technically accurate, aligned with global guidance (WHO, Gavi, UNICEF), and grounded in SBC best practices.
• Develop a comprehensive summary guideline for EPI managers and decision-makers.
• Collaborate with Girl Effect's program and technical teams, incorporating feedback across multiple review rounds.

This consultancy strengthens HPV vaccination demand generation in low- and middle-income countries, directly contributing to increased vaccine uptake, reduced cervical cancer burden, and improved health outcomes for girls and women.

• 8–12+ years in immunization/public health with proven experience in HPV vaccination programs.
• Strong expertise in Social and Behaviour Change (SBC) for health.
• Experience working with or aligning to WHO, Gavi, and UNICEF frameworks.
• Demonstrated experience developing technical guidance documents.

Compensation: Daily rate in USD (to be proposed by consultant). The contract is for approximately 40 working days over 10 weeks. No other benefits mentioned.
