What you will drive
Core responsibilities for this evaluation role:
- Conduct a critical analysis of the Svoboda Satellite Project implementation using OECD/DAC criteria to support RSF's internal learning process
- Assess the effectiveness of project implementation for the European Union donor
- Design and implement a participatory evaluation methodology that engages all stakeholders
- Produce comprehensive evaluation reports including findings, conclusions, and prioritized recommendations

What makes you a great fit
Required skills and qualifications:
- Specific expertise in media ecosystems, particularly knowledge of Russian and regional media environments
- Knowledge of television ecosystems and technology, including satellite broadcasting systems
- Significant experience in project evaluation methodology, interviewing, analysis, and report writing
- Experience evaluating projects funded by the European Union or similar donors
- Fluent spoken and written English and Russian (French knowledge is an asset)

The maximum budget available for this evaluation is €25,000 all taxes included, which must cover all costs required to carry out the evaluation. The assessment can be conducted remotely or through field missions with prior RSF agreement.
