Senior Proposal Lead and Writer (Proposal Specialist IV)

Core responsibilities:

• Lead large, complex, priority must-win pursuits from capture through to interview stage, including multiple disciplines/geographies.
• Create detailed annotated outlines, write first-draft content, compliance lists, and capture/proposal schedules, adapting to changing requirements.
• Lead writing of proposal sections (cover letters, executive summaries, past performance, management approaches, resumes/staffing) and provide guidance to technical authors.
• Facilitate color reviews, participate in Go/No-Go analyses, and ensure quality/compliance of all deliverables while applying lessons learned.

This role supports AECOM's work on studies, planning, architecture, engineering design, construction, environmental, and program management projects for US Federal clients, contributing to infrastructure and professional services that serve public needs.

Required qualifications:

• Experience with US Federal proposal writing and strong compliance focus.
• Strong leadership skills and ability to guide proposal teams through pre-RFP positioning to interview stages.
• Sharp pre-positioning and proposal writing skills with creative design ideas.
• Experience analyzing debriefs, applying lessons learned, and contributing to win strategy development.
