How to Apply for Senior Program Officer, TB/HIV Diagnostics Research & Development

at The Bill & Melinda Gates Foundation

๐Ÿข About The Bill & Melinda Gates Foundation

The Bill & Melinda Gates Foundation is the world's largest private philanthropic foundation, known for its laser focus on solving global health and development challenges. Working here means being part of a mission-driven organization that leverages data, innovation, and partnerships to save lives and improve opportunities for the world's most vulnerable populations.

About This Role

As a Senior Program Officer for TB/HIV Diagnostics R&D, you will lead the foundation's strategy to accelerate the development and deployment of transformative diagnostic tools for tuberculosis and HIV. This role is critical in closing the diagnostic gap, enabling early detection, and ensuring effective treatment monitoring, ultimately reducing mortality and transmission in high-burden countries.

๐Ÿ’ก A Day in the Life

A typical day might involve reviewing a grant proposal from a PDP for a novel TB diagnostic, meeting with foundation colleagues to align on cross-program strategies, and a call with a partner in Africa to discuss field evaluation results. You'll also spend time analyzing data from recent studies to inform next investment decisions and preparing a briefing for foundation leadership on policy barriers to diagnostic uptake.

๐ŸŽฏ Who The Bill & Melinda Gates Foundation Is Looking For

  • 10+ years of experience in infectious disease diagnostics R&D, with specific expertise in TB and/or HIV assay development, clinical evaluation, and regulatory pathways (e.g., WHO prequalification, FDA clearance).
  • Deep understanding of the global health landscape, including key stakeholders like NIH, WHO, UNITAID, and product development partnerships (PDPs) such as FIND or TB Alliance.
  • Proven track record of managing complex, multi-stakeholder grants or investments, with ability to assess technical feasibility, budget, and impact potential.
  • Strategic thinker with ability to synthesize scientific evidence, market dynamics, and policy barriers to inform investment decisions and advocacy efforts.

๐Ÿ“ Tips for Applying to The Bill & Melinda Gates Foundation

1

Tailor your resume to highlight specific TB/HIV diagnostic projects you've led, including the stage of development (e.g., target product profile, clinical trials, regulatory submission) and the impact on access or patient outcomes.

2

In your cover letter, explicitly connect your experience to the foundation's mission and its 'Impatient Optimists' approachโ€”show how you've driven measurable progress in a complex global health problem.

3

Research the foundation's current diagnostic portfolio (e.g., GeneXpert, urine LAM, point-of-care CD4) and mention how your expertise can complement or advance these investments.

4

Prepare to discuss your approach to managing risk in R&D investments, including how you balance scientific promise with real-world implementation challenges in low-resource settings.

5

Use the application portal's optional questions to demonstrate your familiarity with the foundation's values (e.g., equity, collaboration, data-driven decision-making).

โœ‰๏ธ What to Emphasize in Your Cover Letter

['Emphasize your specific experience with TB and/or HIV diagnostics, including any work on product development, clinical trials, or regulatory submissions.', "Show how your strategic vision aligns with the foundation's goal to 'catalyze market shaping'โ€”e.g., how you've influenced product specifications, pricing, or adoption.", 'Highlight your ability to work across sectors, including partnerships with governments, NGOs, and private industry, to accelerate diagnostic access.', "Convey your passion for equity in global health, with examples of how you've addressed disparities in diagnostic access for marginalized populations."]

๐Ÿ” Research Before Applying

To stand out, make sure you've researched:

  • โ†’ Review the foundation's Global Health Division strategy documents, especially the Tuberculosis and HIV programs, to understand current priorities and gaps.
  • โ†’ Study the foundation's recent investments in diagnostics (e.g., the $140M commitment for TB diagnostics in 2022) and the key partners involved (e.g., FIND, Cepheid, Abbott).
  • โ†’ Familiarize yourself with the WHO's Essential Diagnostics List and the latest WHO guidelines on TB and HIV testing algorithms.
  • โ†’ Read about the foundation's approach to 'market shaping'โ€”how they use volume guarantees, advance market commitments, and other mechanisms to lower prices and increase access.

๐Ÿ’ฌ Prepare for These Interview Topics

Based on this role, you may be asked about:

1 Describe a time you managed a diagnostic R&D project that faced a major technical or regulatory setback. How did you pivot and what was the outcome?
2 How would you prioritize between multiple promising diagnostic candidates for TB/HIV with limited funding? What criteria would you use?
3 What is your experience with target product profiles (TPPs) for diagnostics? Can you walk through how you would develop a TPP for a new point-of-care TB test?
4 How do you ensure that diagnostic innovations reach the poorest communities? Discuss any experience with market access, pricing, or distribution challenges.
5 The foundation uses a 'grant-making' model. How would you structure a grant to a product development partnership to maximize accountability and impact?

โš ๏ธ Common Mistakes to Avoid

  • Don't submit a generic applicationโ€”failing to mention TB or HIV diagnostics specifically will signal lack of genuine interest.
  • Avoid overselling your experience if you lack direct R&D in TB/HIV; instead, highlight transferable skills and a willingness to learn.
  • Don't neglect the 'senior' aspectโ€”this role requires leadership and strategic influence, so avoid framing your experience as solely technical or operational.
