We speak out in the UK and internationally, and ensure Palestinian voices are heard at the highest levels, to press for the political and social barriers to Palestinian health and dignity to be addressed.
In the last six months:
- 4,800 patients had emergency surgeries or urgent medical care, ensuring life-saving treatment when and where it was needed most.
- 8,000 people across the West Bank received vital treatment and check-ups through our mobile clinics, bringing essential healthcare directly to communities who need it.
- 42 rapid emergency deployments in Gaza and Lebanon provided emergency medical care and relief in times of crisis.
Background
MAP seeks a Logistics Systems and Training Consultant to lead the development and implementation of standardized logistics policies, procedures, and tools (excluding procurement). As MAP has grown during the last few years there is a need to build and develop logistics systems and processes to support this growth. This consultant is central to ensuring that logistics systems are fit-for-purpose, efficient, compliant, and supportive of MAP’s medical aid delivery across the occupied Palestinian territory and Lebanon. A key focus will be on staff capacity building and field support to ensure high-quality logistics practices aligned with medical and humanitarian standards.
Objectives of the Consultancy
1. Policy and Systems Development
- Develop, document, and roll out logistics policies and SOPs in the following key areas:
- Warehousing and cold chain management (with sensitivity to medical supply needs)
- Stock control, inventory, and distribution tracking
- Fleet management (including maintenance and standards of the physical fleet, SOPs for movement, Tools for tracking and monitoring fleet usage.
- Transport management (including movement of medical supplies across checkpoints and borders)
- Asset tracking and management
- Import/export procedures and customs clearance, especially for medical goods
- Logistics record-keeping and audit readiness
- Logistics SOPs for WHO EMT Specialised Care Team - Rehabilitation
- Deliver logistics systems are context-appropriate, compliant with MAP’s internal policies, donor regulations, and relevant health standards (e.g., WHO guidelines, GMP).
- Deliver systems and processes that ensure MAP’s logistics systems can provide one source of truth, working with other systems, projects, and governance bodies as required.
- Support the development of the required systems to enable improvements in the supply chain function.
2. Training
- Conduct multiple needs assessments to identify logistics training gaps across MAP’s situational offices.
- Develop training materials such as competency frameworks, learning and development programmes, and associated training materials tailored to MAP’s operational and medical logistics context.
- Deliver training and coaching to logistics, operations, and program staff in Lebanon and the oPt (West Bank and Gaza).
- Build staff capacity in cold chain, medical warehousing, and cross-border logistics procedures.
- Establish systems for ongoing learning, including refresher trainings and knowledge sharing.
3. Quality Assurance and Compliance
- Monitor field implementation of logistics procedures and identify areas for improvement.
- Work with MAP’s MEAL and Operations teams to develop KPIs and performance metrics for logistics operations.
- Work closely with MAP's Procurement function to ensure consistency between Procurement and Logistics systems, policies, and procedures.
Location
Location is flexible however the consultant must be able to evidence they have the correct registrations and tax registrations where they will be based. The consultant must be willing and able to travel to Lebanon, Gaza and the West Bank.
Deliverables
- Gap analysis between current MAP situation regarding logistics practices and documentation with industry best practices.
- Overarching Organisational Logistics Policy.
- Warehouse and Stock management Manual, SOPs for each situation office and templates.
- Transport and Custom Clearance Manual, SOPs for each situation office and templates.
- Fleet Management Manual, SOPs for each situation office and templates.
- Asset Management Manual, SOPs for each situation office and templates.
- Facility Management Manual, SOPs for each situation office and templates.
- WHO Emergency Medical Team Deployment Logistics SOPs.
- Training sessions on the above documentation carried out with MAP Situational Offices.
- Dashboard developed with KPIs for organisation wide logistics reporting.
- All the above documentation should have English and Arabic versions and be formatted according to MAP brand guidelines.
Timeframe
Start date would be immediate. The above deliverables should be carried out in a timeframe no longer than 18 months.
Reporting Line
The consultant reports to the Deputy Director – Supply Chain and Logistics. The documentation outlined in the TOR would be subject to reasonable revision by the consultant after review by MAP internal stakeholders.
Payment Terms
Payment is planned in three tranches: an initial tranche to be paid after the finalisation of the gap analysis and overarching logistics policy. The second tranche will be paid after the finalisation of the manuals, SOPs and templates for each of the thematic areas. The final tranche will be paid upon finalisation of all the agreed deliverables.
