Job Summary
The Project Manager – Land Titling will provide strategic and operational leadership for Raising The Village’s new land tenure and registration initiative focused on last-mile communities in Uganda. This senior role will lead the design, testing, and implementation of a community-based land registration model that improves land security, strengthens household asset ownership, and expands access to economic opportunities.
The Project Manager will oversee stakeholder coordination, project analysis and design, technical implementation, government engagement, and learning documentation. Working closely with District authorities, customary leaders, Area Land Committees, District Land Boards, and National partners such as the Ministry of Lands, Housing and Urban Development (MLHUD), the role will ensure alignment with Uganda’s land governance systems while developing an evidence-based, scalable model.
This position requires a strong combination of program leadership, land governance expertise, partnership management and engagement, and systems-thinking/innovativeness to guide a high-impact project that integrates mapping, data systems, and inclusive community processes.
** Key Responsibilities**
1. Strategic Leadership & Project Design
● Lead the overall design, planning, and execution of the land mapping, analysis and registration project in alignment with RTV’s asset-based development model. The role will be charged with refining the theory of change on Land Titling with key stakeholders.
● Translate project objectives into clear operational plans, timelines, and performance milestones.
● Guide feasibility assessments/diagnostic, stakeholder readiness analysis, and district selection processes.
● Ensure integration of land registration activities within RTV’s broader programming and data systems.
- Stakeholder Engagement & Government Coordination
● Build and maintain strong partnerships with District Land Boards, Area Land Committees, MLHUD, local government leaders, and customary authorities.
● Facilitate collaboration between statutory and customary land governance systems.
● Represent RTV in technical working groups, policy discussions, and coordination forums.
● Support alignment with national land policy frameworks, including gender-inclusive land governance strategies.
- Technical Oversight – Mapping & Data Integration
● Oversee the integration of land boundary mapping into RTV’s digital platforms
● Guide implementation of GPS mapping, geo-fencing approaches, and verification protocols.
● Ensure data quality, ethical data management, and compatibility with national land information systems.
- Operational Management & Learning
● Manage implementation, including budget oversight, work planning, and coordination with cross-functional teams.
● Develop transparent and cost-efficient workflows for community-based registration processes.
● Lead monitoring, evaluation, and learning activities to generate evidence on feasibility, cost-effectiveness, and household impact.
● Document lessons learned and translate insights into scalable program models.
- Community Engagement & Inclusion
● Ensure gender-responsive and inclusive approaches to land registration and community sensitization.
● Support strategies that promote co-registration, youth inclusion, and protection of vulnerable households.
● Mitigate risks related to elite capture, political sensitivities, or community conflict through strong engagement practices.
- Team Leadership & Capacity Building
● Supervise technical staff, consultants, or partners supporting the implementation.
● Strengthen internal capacity on land governance, mapping systems, and institutional coordination.
● Foster a collaborative, learning-oriented environment across teams and stakeholders.
Qualifications & Experience
● Bachelor’s degree in Land Management, Geography, Law, Development Studies, Public Policy, Natural Resource Management, or a related field, or equivalent relevant professional experience.
● Postgraduate qualification in Land Surveying, Geomatics, Geo-Spatial Science, or a closely related discipline would be an asset.
● Minimum of six (6) years of experience managing complex development programs, preferably within land governance, land tenure systems, rural development, or digital mapping and geospatial initiatives.
● Strong understanding of Uganda’s land tenure systems (customary, freehold, mailo, leasehold) and institutional structures.
● Demonstrated experience working with government institutions, community structures, and multi-stakeholder partnerships.
● Experience with GIS, digital mapping, or land information systems is strongly preferred.
● Proven ability to lead pilots or innovation-focused programs that generate evidence for scale.
