Mission
What you will drive
The Programme Manager (Health System Strengthening) will:
- Provide overall strategic, technical, and managerial leadership for the PHIT Project, a regional, multi-country initiative supporting Fiji, Kiribati, Tonga, and Tuvalu to strengthen their health systems through enhanced health-workforce capacity, expanded access to digital health innovations, and improved service delivery enabled by regional collaboration.
- Lead end-to-end management of the complex regional programme, including strategic planning, implementation oversight, stakeholder coordination, and delivery of regional outputs, while ensuring strong country ownership through close collaboration with Ministries of Health and other relevant partners.
- Provide technical guidance on health systems strengthening and digital health, including AI-enabled diagnostic and treatment tools, telehealth networks, and compliance with digital health guidelines, data protection, cybersecurity, and ethical AI principles.
- Manage contracts and vendor relationships across the PHIT Project, ensuring quality assurance, interoperability, regulatory compliance, timely delivery, and value for money in line with UNICEF policies and donor requirements.

What makes you a great fit
Required qualifications and experience:
- Advanced university degree in public health, health systems, health policy, or a related field.
- Minimum of 8 years of professional experience in health systems strengthening, public health programming, or related areas, with demonstrated experience in managing complex multi-country health programmes.
- Strong technical expertise in health systems strengthening, digital health, AI applications in health, and contract/vendor management.
- Proven ability to provide strategic leadership, coordinate with diverse stakeholders (including government counterparts, donors like the World Bank, and technical partners), and ensure compliance with global standards and donor requirements.
