Mission
What you will drive
Core responsibilities:
- Conduct independent evaluations of PEJ projects in Ukraine, including a final evaluation of the Kharkiv War Crimes Project and a mid-term evaluation of the Restraining a Doubt Machine Project
- Apply OECD-DAC criteria (relevance, effectiveness, efficiency, sustainability, impact, coherence, coordination) using mixed-methods approaches including desk reviews, interviews, surveys, and case studies
- Produce key deliverables including inception reports, data collection tools, clean datasets, draft and final evaluation reports, and presentations of findings
- Engage with diverse stakeholders including civil society partners, lawyers, government justice institutions, human rights defenders, and beneficiaries

What makes you a great fit
Required qualifications:
- Advanced degree in law, human rights, public policy, M&E, or related field
- Minimum 5-7 years of experience conducting evaluations in governance, justice, or rule of law sectors
- Demonstrated experience evaluating capacity-building interventions and strong familiarity with OECD-DAC criteria and MEL best practices
- Proven ability to apply gender, inclusion, and human rights lenses with excellent analytical, writing, and synthesis skills
- Fluency in both English and Ukrainian is required
