Purpose
CEEW is currently searching for a Junior Consultant to join its Climate Resilience program, specifically focusing on the verticals of the One Health and One Climate project, enhancing the climate resilience of communities and infrastructure under the Tamil Nadu Health Systems Project in Tamil Nadu. The selected candidate will be part of the CR team, which undertakes various tasks related to climate risk assessments, sectoral vulnerability assessments, and devising adaptation strategies to improve the resilience of people, infrastructure and institutions against a changing climate, with a specific focus on healthcare and allied critical infrastructure. In this context, CEEW is seeking a research consultant to support projects related to developing the resilience of communities and infrastructure in the pilot districts, namely Chennai, Cuddalore, Coimbatore and the Nilgiris.
The research consultant would be responsible for primary and secondary data collection and systematic literature review, support in field visits, conducting community-level focus group discussions, and preparation of adaptation plans, among other tasks. The ideal candidate should possess an understanding of adaptation to climate change with expertise in data management, climate risk assessment for infrastructure, indicator development and building adaptation strategies. Proficiency in spatial analysis tools (such as ArcGIS, Python), quantitative research methods, and prior exposure to public or environmental health research will be considered an added advantage. Prior work experience or academic projects undertaken in Tamil Nadu would be advantageous.
In addition to the duties and responsibilities below, the individual should be prepared, as and when necessary, to take on additional responsibilities.

The Climate Resilience programme at CEEW envisions a future where institutions, infrastructure, economies, and people are insulated from the risks of a changing climate. Backed by rigorous data analysis, integrated research, strategic communications and stakeholder engagement, our work is geared towards building on-ground community resilience by:

Examining, identifying, assessing and predicting risks related to extreme climate events such as floods, droughts, and cyclones, variabilities in temperature and rainfall, and the compounding impacts of associated climate events at the national and sub-national levels.

Building tools to assess community resilience and adaptation capabilities and help climate-proof communities, infrastructure and livelihoods through data-driven research and strategic outreach.
Job duties and accountabilities
Research and analysis
-
To collect primary and secondary data for the One Health Project in Tamil Nadu on sectoral risks to communities and infrastructure in the pilot districts – Chennai, Cuddalore, Coimbatore and Nilgiris in Tamil Nadu.
-
To contribute to a systematic literature review to understand the policy, frameworks, and guidelines on anticipatory adaptation action, climate-proofing of infrastructure and livelihoods.
-
To contribute to the geospatial risk assessment of communities and/or infrastructure in Tamil Nadu using an ArcGIS desktop environment.
-
To contribute to stakeholder engagements for the implementation of developed adaptation plans
-
Undertake qualitative and quantitative research for projects wherein workstreams include but are not limited to (i) undertaking a systematic review for evidence research and meta-analysis, (ii) analysing the evidence using quantitative and geospatial methods, (iii) preparing for and assisting during stakeholder consultations (iv) conducting the relevant analyses using appropriate qualitative tools, and (v) presenting the analyses in a coherent narrative in different verbal and visual formats.

Carry out quantitative research around socio-economic datasets, preferably pertaining to MS Excel and related software.
Other responsibilities**

Support the team and build individual capacity in carrying out data mining and analysis to support climate risk assessments

Respond to research requests from senior researchers, discuss research needs, and prepare responses that synthesise and analyse information.

Assist with the presentation and communication of research, including help with preparing presentations.

Assist with planning and executing events such as report launches, consultation workshops, round table discussions, etc.
-
Participate constructively in weekly team meetings.
-
Provide inputs on research methodology and data analysis tools.
-
Availability to travel for work-based assignments on short notice
Qualification
-
Preferably a Bachelor’s in Civil Engineering with a Master’s in Urban/Regional/Environmental Planning or related fields.

Candidates pursuing their studies can also apply.

- 1-2 years. Candidates pursuing their Bachelor’s/Master’s can apply.
Key skills

Analytical skills and knowledge of mixed methods – qualitative and quantitative research methods relevant for policy impact evaluation, sectoral analysis, political economy analysis, etc.

Familiarity with handling qualitative literature review and analysis software is highly preferred.

Knowledge of and/or demonstrated interest in policies aimed at community development, climate change, infrastructure and allied sectors, disaster management, etc., would be a strong advantage.

Good communication and time management skills, ability to work in a team.

High aptitude in using Microsoft Office software and Google Suite.

Beginner to intermediate-level proficiency in ArcGIS desktop environments
-
Fluency in written and spoken English and Tamil is required for this assignment.
