Humanitarian Access and Safety Manager–Libya & Human Mobility Hub (HMH)

Core responsibilities:

• Implement the NRC Global HAS Management System at country level, prepare reports as required, and execute the country HAS Operational Plan in line with global HAS initiatives.
• Develop and maintain country HAS documents, procedures, guidance, and tools, including strategy and budgets, ensuring consistency across the country programme and in line with organisational standards.
• Oversee and/or conduct Security Risk Assessments (SRAs) and access assessments, collaborating with management to implement relevant mitigation measures.
• Line management responsibility for direct reporting staff including performance management, workforce planning, recruitment, staff induction and development, and support for Duty of Care.

This role creates positive change by managing safety and security risks, building capacity, implementing Duty of Care, developing humanitarian access strategies, and facilitating principled humanitarian programming to help refugees and people forced to flee in crisis contexts.

Required qualifications:

• Bachelor’s degree in a relevant field.
• Minimum three years of experience working in a senior role with managerial responsibility in a humanitarian/recovery context with strong understanding of Humanitarian Principles, NGO safety and risk management, humanitarian access, and civil-military coordination.
• Previous experience working in complex contexts and participating in access negotiations with an NGO and/or UN agencies with at least one-year professional experience in a high-risk context.
• Working proficiency in English and Arabic, both written and verbal. French proficiency is a plus.

Compensation and benefits:

• Duty station: Jordan (other locations with MENA region may apply)
• Fixed term contract: 6 months, extendable
• Travel: Up to 40%
