As a senior fleet and transport leader, you will combine deep regulatory credibility with strong commercial and financial acumen—leading a critical operational asset that underpins service delivery to our customers. 

 

What you’ll be doing 

As ScottishPower’s Head of Fleet Operations & Compliance, you will lead one of the UK’s largest and most complex utility fleets, owning compliance, governance and assurance at enterprise scale. This is a senior, high‑profile role with real authority—providing executive leaders with confidence, control and visibility across a multi‑site operation. 

You will hold accountability for a significant CAPEX portfolio, ensuring strong financial governance, value‑for‑money investment decisions and long‑term optimisation of fleet assets. Balancing cost, risk, performance and sustainability, you will maximise fleet availability and operational uptime while maintaining full compliance with Operator Licence and DVSA requirements. Safety is central to the role, with responsibility for driving occupational road risk strategy and continuous improvement. 

With oversight of the central fleet function, you will manage complex third‑party supplier relationships, large lease agreements and end‑to‑end vehicle maintenance and lifecycle performance. You will also lead strategic assessments of fleet operations—identifying the most commercially effective operating models to meet customer needs and support future growth, including EV and Net Zero transformation. 

Success in this role depends on strong senior stakeholder engagement. You will build trusted relationships with executive leaders, influencing key decisions and ensuring alignment on fleet strategy, investment priorities and risk management, while leading and developing a high‑performing team at scale. 

 

What you’ll bring  

This role is designed for a leader already operating at scale—comfortable being accountable, visible and influential. We are looking for candidates who can demonstrate: 

  • Deep knowledge and proven delivery experience across Operator Licence obligations and DVSA compliance, ideally as a named or accountable Transport Manager 

  • Experience managing large, mixed‑use fleets within complex, multi‑site, regulated environments (utilities, infrastructure, construction, transport, public sector or similarly governed sectors) 

  • Strong financial and commercial acumen, including accountability for large CAPEX budgets, fleet investment decisions and long‑term asset optimisation 

  • A strong track record of managing third‑party suppliers, major fleet and service contracts, complex leasing arrangements and supplier performance 

  • Proven success improving occupational road risk and safety outcomes through robust standards, insight and culture change 

  • Confidence operating at executive level—able to influence senior stakeholders, build trust and secure alignment on strategy and investment decisions 

  • Experience leading operating model change, continuous improvement and transformation—balancing compliance ‘grip’ with operational effectiveness 

  • A practical, forward‑looking approach to fleet sustainability, technology and decarbonisation (e.g. EV transition, charging infrastructure, policy and behavioural change)
