Mission
What you will drive
- Conduct an independent final evaluation of the Clean Money in Elections (CME) Project, assessing its relevance, coherence, effectiveness, efficiency, impact, and sustainability.
- Provide an independent, systematic, and objective assessment of the Project's achievements, sustainability, and contributions to impact, while identifying internal and external factors that shaped outcomes.
- Document lessons learned and good practices, and generate forward-looking, practical recommendations to support sustainability and enhance future program design.
- Deliver key outputs including an inception report, draft evaluation report, online validation meeting, and final evaluation report with findings, conclusions, and recommendations.

Profile
What makes you a great fit
- University degree in social sciences or a related area.
- At least 7 years of proven relevant professional experience in an international development environment, with at least 5 years in Monitoring & Evaluation of multiple country projects and programs.
- Substantial experience in conducting evaluations, including in the anti-corruption field, with knowledge of advocacy-oriented organizations and good governance.
- Demonstrated Gender Equality and Social Inclusion (GESI) expertise, relevant regional representation from Latin America, Sub-Saharan Africa, and Asia Pacific, and experience working in/with some of the Project countries.

What's in it for you
The budget available for this evaluation is EUR 25,000 (including VAT), covering the evaluator's fee as a lump sum or daily rates. Travel and accommodation for field trips and meetings will be arranged and paid for directly by TI, including travel health and accident insurance with worldwide coverage.
