What you will drive
Core responsibilities:
- Lead the analysis, design, and development of CBM's Programme Quality Improvement Master Plan (PQI-MP) to create an integrated, organization-wide framework for maximizing impact on beneficiaries and improving donor engagement.
- Conduct structured consultations across Country Offices, HQ teams, and enabling functions to assess current state and identify gaps in systems, processes, competencies, tools, behaviors, and accountability.
- Develop solution pathways, high-level work packages, KPIs, quality criteria, monitoring architecture, and an implementation roadmap (24-36 months) with resourcing estimates.
- Provide optional early implementation support through advisory clinics, design clarifications, and handover materials for transition to implementation phase.

Profile
What makes you a great fit
Required skills, experience, qualifications:
- 10+ years in programme quality, organisational development, or programme excellence in INGOs or international development organisations, with proven experience designing organisation-wide quality improvement frameworks.
- Minimum Master's degree in International Development, Public Administration, Organisational Development, or related fields, with expertise in project/programme management systems, planning workflows, risk assessment, and implementation oversight.
- Strong systems thinking, gap analysis, organisational diagnostics, and design skills, with ability to simplify complexity into clear models and prioritisation logic.
- Excellent facilitation and leadership skills for engaging multicultural, multi-level stakeholders, managing sensitive discussions, and navigating organisational politics constructively.
