Sequerra Global is a climate solutions company focused on carbon markets, digital registry infrastructure, and climate project development. Our work spans voluntary carbon markets, compliance carbon markets, Article 6 readiness, and carbon credit project pipelines.

We are currently developing a next-generation carbon market registry platform designed to support:

  • Voluntary carbon credit registries

  • Compliance carbon markets

  • National and sub-national Emissions Trading Systems (ETS)

  • Integration with emerging global carbon market mechanisms

As we engage with government stakeholders on ETS implementation, we are seeking an experienced ETS & Registry Specialist to provide technical validation, policy guidance, and strategic advisory support.

This role is focused on review, validation, and expert guidance.


Role Overview

The ETS & Registry Specialist will help ensure that the ETS framework integrated into the registry platform aligns with international best practices and established compliance carbon market structures.

The specialist will act as a technical and policy advisor, supporting discussions with government departments and ensuring that the system architecture, governance framework, and operational design are consistent with existing ETS systems globally.

This position is well suited for individuals who have worked with carbon market regulators, verification bodies, registry operators, or policy advisory organizations involved in ETS design or implementation.


Key Responsibilities

The selected specialist will support the project through:

ETS Design Review

  • Reviewing the ETS module integrated into the registry platform

  • Assessing the structure of the trading system, registry workflows, and allowance lifecycle

  • Identifying areas where the system can be improved to better align with international ETS models

Alignment with Global ETS Systems

Providing guidance on alignment with leading compliance carbon markets including:

  • EU ETS

  • UK ETS

  • California Cap-and-Trade

  • Regional Greenhouse Gas Initiative (RGGI)

  • Other emerging national or regional ETS frameworks

This includes reviewing best practices for:

  • allowance issuance and tracking

  • registry account structures

  • transaction flows and market oversight mechanisms

MRV and Compliance Frameworks

Providing input on the design and alignment of:

  • Monitoring, Reporting and Verification (MRV) frameworks

  • compliance cycles and reporting timelines

  • emissions reporting requirements

  • registry reconciliation and verification procedures

  • compliance enforcement structures

Allowance and Market Design

Advising on key structural components of ETS systems such as:

  • allowance allocation methodologies (free allocation vs auctioning)

  • auction design and market stability mechanisms

  • banking and borrowing provisions

  • allowance cancellation and retirement processes

  • market oversight and anti-manipulation safeguards

Registry Architecture and Governance

Providing guidance on best practices for:

  • registry governance and institutional structure

  • participant account types and access controls

  • transaction tracking and audit trails

  • registry security and transparency standards

  • interoperability with other registries and carbon market systems

Policy Advisory and Stakeholder Engagement

  • Participating in occasional meetings with government departments and policymakers

  • Helping answer technical and policy questions related to ETS implementation

  • Providing feedback on draft policy frameworks and regulatory structures

  • Supporting strategic discussions around carbon market development and rollout

Strategic Guidance

  • Identifying gaps between the current system and global best practices

  • Recommending improvements to strengthen ETS integrity and functionality

  • Advising on phased implementation strategies for ETS systems


Ideal Candidate

We are looking for a candidate with direct experience in compliance carbon markets and ETS program implementation.

Preferred Experience

  • Experience working with ETS programs such as:

    • EU ETS

    • UK ETS

    • California Cap-and-Trade

    • RGGI

    • Other national or regional compliance carbon markets

  • Experience working with or designing carbon market registries or allowance tracking systems

  • Familiarity with ETS policy design, including:

    • cap setting

    • allowance allocation

    • auctioning mechanisms

    • compliance enforcement

  • Strong understanding of MRV systems and emissions reporting frameworks

  • Experience advising governments, regulators, or multilateral organizations on carbon market development

  • Familiarity with registry infrastructure, emissions accounting systems, or trading platforms

Additional Experience (Preferred but Not Required)

  • Experience with Article 6.2 or Article 6.4 mechanisms

  • Experience with national carbon registries

  • Experience working with verification bodies or standards organizations

Familiarity with voluntary carbon markets (VCM)
