Powering Livelihoods
Location
New Delhi, India
Purpose
CEEW seeks a dynamic Consultant to contribute to the Powering Livelihoods (PL) programme, which focuses on integrating decentralised renewable energy (DRE) into livelihood technologies. PL programme focus areas involve cross-cutting themes of energy access, market access, affordable finance, sustainable jobs, and rural livelihoods. The consultant will be expected to steer the workstream around unlocking access to user financing. This entails leading pilot strategies, stakeholder engagements, and research, among others.
Powering Livelihoods is a USD 3 million joint initiative by CEEW and Villgro aimed at transforming the rural economy through clean energy-powered livelihood solutions. The programme supports enterprises in deploying DRE-based technologies at scale while driving ecosystem growth through:

Evidence generation and dissemination
-
Sectoral partnerships with financiers, investors, and policymakers
-
Market advisory and policy support
With a vision that DRE will be an integral part of all rural productive use applications within the next decade, the programme seeks to ignite demand and unlock access to affordable finance for end-users, enabling large-scale adoption of these technologies sustainably.
In addition to the responsibilities listed below, the individual may take on additional tasks as needed.
Job duties and accountabilities
Research and analysis
-
Lead and guide the junior researchers on research direction and pilot strategies for unlocking user financing for DRE livelihood technologies.
-
Support analysis of large datasets using statistical tools (e.g., STATA), as needed.
-
Lead and support consultations for data collection and verification.
-
Lead stakeholder engagements with financiers, policymakers and other relevant stakeholders
Writing and Documentation:
-
Assist in drafting and proofreading research reports, briefs, and issue notes for industry associations, government officials, and stakeholders.
-
Contribute to developing stakeholder questionnaires.
-
Support in drafting concept notes for capacity-building engagements with financiers and sector stakeholders.
-
Assist in generating high-quality research reports, presentations, memos, blogs, and policy briefs for different audiences.
Outreach and Engagement:
- Assist in strategic outreach and dissemination of the research outputs through engagement with a broader network of financiers, policymakers, industry and other stakeholders.
Support and Coordination:
- As needed, support and accompany team members to internal and external meetings, prepare minutes of the meetings and assist with any new and emerging activities.
Selection Criteria**
Education
- Strong academic credentials, preferably a Master's degree with a specialisation in development economics or development studies, livelihoods, agriculture, economics or related fields
Past experience
-
Prior experience in leading engagements focused on unlocking user financing in the rural sector is essential.
-
Familiarity with digital financial toolkits and calculators will be considered an added advantage.
Key skills:
-
Strong analytical skills (including logical reasoning, critical thinking, information gathering, analysing and visualising).
-
Ability to communicate and coordinate effectively with relevant stakeholders.
-
Innovative ideation skills for strategic communication and dissemination of research pieces.
-
Proficiency in using Google Docs Editors Suite tools such as Google Docs, Sheets and Slides and a strong hold on statistical tools such as STATA, etc.
-
Good written and oral communication skills.
-
Exposure to research skills would be a plus
Compensation
Competitive compensation – commensurate to the experience and matching the best standards adopted by industry or other organisations for similar roles.
